FORMATION OF STATE POLICY FOR THE DEVELOPMENT OF THE CONSULTING SERVICES MARKET OF UKRAINE IN THE CONTEXT OF INTERNATIONAL ECONOMIC COOPERATION

The purpose of the study is to theoretically substantiate the principles of forming state policy for the development of the consulting services market in the context of international economic cooperation and to determine its priority directions, instruments and expected results for the competitiveness of the national economy. The object of the study is the process of forming and implementing state policy for the development of the consulting services market in interaction with the international economic environment. The article reveals the economic importance of consulting services as a carrier of professional knowledge, management technologies, analytical approaches and specialized recommendations that support enterprise modernization, human capital development and the diffusion of innovations. It is determined that state policy should ensure transparent market rules, professional standards, fair competition, accessibility of services for small and medium-sized enterprises, development of information infrastructure and international compatibility of national consulting practices. The need to coordinate the actions of state authorities, professional associations, higher education institutions, consulting enterprises and international partners is substantiated. A theoretical model of state policy is proposed, combining regulatory and institutional support, market professionalization, international economic integration, innovation support and mechanisms for assessing the quality of consulting services. The practical significance of the results lies in the possibility of their application in the preparation of programmes for entrepreneurship development, export activity, investment cooperation and professional services. In our view, a consistent state policy for the development of the consulting market creates a basis for higher-quality management at enterprises, increased productivity and stronger positions of the national economy in the international economic environment.
