Green Public Procurement in Quezon City: A Doctrinal and Documentary Assessment of the Legal Framework and Publicly Documented Implementation

This study evaluates the legal framework and publicly documented implementation of green public procurement (GPP) in Quezon City, Philippines, situating local practice within international norms and the national transition from Republic Act No. 9184 to Republic Act No. 12009. A qualitative doctrinal and documentary research design combines doctrinal analysis of controlling legal texts with document analysis of a purposively selected corpus of 16 procurement transactions and 40 supporting implementation records spanning goods, services, and infrastructure. Sources are classified by evidentiary weight — normative, planning, tender, award/contract, outcome, and comparative — under a minimum-claim rule that confines each conclusion to what the underlying record can establish. Quezon City's Ordinance No. SP-3107, S-2021 requires an environmental criterion in every procurement and assigns a GPP Team system-wide planning, verification, and monitoring functions. The documentary record shows environmental requirements entering procurement plans, technical specifications, bidder undertakings, purchase orders, and an awarded design-and-build contract (TERRA) integrating solar, rainwater, and water- and energy-efficient systems; a completed LED-bulb and aerator procurement; and a venue-services purchase order carrying plastic and bottled-water restrictions into performance. The record is comparatively weaker on disclosed evaluation weights, lifecycle costing, supplier certification, and measured environmental outcomes: a furniture tender and an office-equipment procurement show that generic Republic Act No. 12009 sustainability language or a planning-stage certification requirement did not consistently survive into a project-specific green criterion. Quezon City is best characterized as operating a legally institutionalized and operationally visible but uneven GPP system, whose technical standardization, plan-to-contract continuity, and environmental-outcome reporting remain incomplete or publicly unverifiable as of the 11 August 2026 documentary cut-off. Recommendations address criterion specificity, criterion-continuity controls, lifecycle-cost integration, and public post-award reporting.
