Worum geht es in dieser Arbeit?
Efficient service delivery is a universal concept, yet no study has been done to provide a clear direction on this concept in relation to the 2007 Public Procurement Act in Niger delta region. This study sort to evaluate efficient service delivery under the 2007, PPA in Niger delta region, which is headquartered in Port Harcourt Rivers State. The study adopted the Institutional Theory of Procurement and Public Sector Efficiency Theory which both promotes the very essence of good governance in every social system in attaining the objectives of this study. The qualitative tool of data collection was employed to collect data from 200 respondents and the qualitative data were analyzed using the Statistical Package for Social Science (SPSS version 20). The study shows that NDDC adheres to an extent with the provisions of the PPA which has led to reduced corruption scandals in the commission and visible service delivery. Yet PPA compliance found to be selective and haphazard, thus leading to inadequate progress in efficient service delivery in the Niger Delta region. Hence owing to partial compliance with the PPA, key challenges such as corruption, bid rigging, conflict of interest are be-deviling the commission etc. Finally, the study recommends full compliance with the PPA and its amendment to include e-procurement to reflect the modern realities of the jet age. NDDC should engage stakeholders for periodic training, regular evaluation, and prioritization of any available technology upgrades to sustain the fight against artificial corruption as proven in this study. The connection between the PPA and stakeholders’ satisfaction in terms of efficient service delivery should be strengthened through collective sense ownership.
