Comprehensive rehabilitation centers as an environment for restoring the social functioning of persons with war-related disabilities

The article examines the role of comprehensive rehabilitation centers as a multifunctional environment for restoring the social functioning of persons with disabilities acquired as a result of war. It substantiates that contemporary wartime challenges have led to a significant increase in the number of individuals who require not only medical and physical rehabilitation but also comprehensive social support, psychological assistance, vocational adaptation, and community integration. Particular attention is paid to the need to shift from a narrowly medical model of rehabilitation to a biopsychosocial approach, which involves interdisciplinary cooperation among specialists from different fields and the active participation of the individual in the rehabilitation process. The study analyzes the functional capacities of comprehensive rehabilitation centers as institutions ensuring the continuity of rehabilitation services, the development of independent living skills, enhancement of social participation, restoration of communication competencies, vocational potential, and social roles of persons with disabilities. It is determined that the effectiveness of such centers largely depends on the accessibility of services, individualized rehabilitation programs, interagency cooperation, and partnerships with healthcare institutions, social protection agencies, educational establishments, civil society organizations, and local communities. The article emphasizes that social functioning is an integral indicator of successful rehabilitation, encompassing an individual’s ability to perform social roles, maintain interpersonal relationships, participate in community life, realize professional potential, and achieve the highest possible level of independence. It is concluded that comprehensive rehabilitation centers serve not only as providers of specialized rehabilitation services but also as environments for social inclusion, restoration of human capital, and creation of conditions for the full integration of persons with disabilities into society. The study highlights the need to further develop the network of comprehensive rehabilitation centers, improve intersectoral cooperation mechanisms, and implement person-centered rehabilitation models within the framework of Ukraine’s post-war recovery.
