Experiences of Accessing Child-Rearing-Related Welfare Services and Support Needs among Mothers with Borderline Intellectual Functioning

This study explored experiences with welfare service utilization and parenting support needs among mothers with borderline intellectual functioning. Focus group interviews were conducted with 12 mothers with borderline intellectual functioning, and the data was analyzed using thematic analysis. Three major themes were identified: (1) parenting alone amid gaps in information and support, (2) learning and recovering motherhood through relationship-based welfare support, and (3) seeking a sustainable foundation for parenting beyond fragmented support. Participants reported limited social support, insufficient parenting information, and difficulties navigating complex welfare service procedures. They accessed welfare services through both informal and formal networks, including the Internet, acquaintances, community service centers, and child-related agencies. Continuous support from social workers and mentors played a crucial role in strengthening their parenting role and enhancing their well-being. Based on these findings, this study highlights the need for relationship-centered case management and an integrated support system for mothers with borderline intellectual functioning and their children.
