Abstrak DPRD selain melakukan fungsi pengawasan, juga memiliki fungsi menyerap, menyalurkan,dan memperjuangkan aspirasi konstituen oleh para anggotanya. Aspirasi konstituen merupakan bentuk partisipasi aktif masyarakat dalam penyelenggaraan pemerintahan daerah. Oleh karena itu, dalam rangka menjaring aspirasi masyarakat, kegiatan reses merupakan kewajiban konstitusional bagi pimpinan dan anggota DPRD yang dilakukan secara berkala untuk bertemu konstituen pada daerah pemilihan masing-masing guna meningkatkan kualitas, produktivitas, dan kinerja DPRD dalam mewujudkan keadilan dan kesejahteraan rakyat, serta guna mewujudkan peran DPRD dalam mengembangkan check and balances antara DPRD dan pemerintah daerah. Penelitian ini bertujuan mengetahui efektivitas penjaringan aspirasi masyarakat melalui kegiatan reses DPRD Kabupaten Indramayu Priode 2014-2019 di Daerah Pemilihan III. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan studi kasus dalam penelitian kualitatif. Hasil penelitian ini menunjukkan penjaringan aspirasi masyarakat melalui kegiatan reses DPRD Kabupaten Indramayu Periode 2014-2019 di Daerah Pemilihan III sudah cukup efektif. Abstract In addition to its supervisory function, the DPRD also has the function of absorbing, channelling and fighting for the aspirations of constituents through its members. Constituent aspirations are a form of active community participation in regional government administration. Therefore, in order to gather the aspirations of the people, recess activities are a constitutional obligation for DPRD leaders and members, which are carried out periodically to meet with constituents in their respective electoral districts in order to improve the quality, productivity, and performance of the DPRD in realising justice and prosperity for the people, as well as to realise the role of the DPRD in developing checks and balances between the DPRD and the regional government. This study aims to determine the effectiveness of gathering public aspirations through the recess activities of the Indramayu Regency DPRD for the 2014-2019 period in Electoral District III. This study uses a descriptive research method with a case study approach in qualitative research. The results of this study indicate that the gathering of public aspirations through the recess activities of the Indramayu Regency DPRD for the 2014-2019 period in Electoral District III has been quite effective.
