Worum geht es in dieser Arbeit?
Public universities in Peru face the regulatory obligation to systematically measure and manage the quality indicators established by the National Superintendency of Higher University Education (SUNEDU), yet lack integrated technological tools to automate this process. This study aimed to develop and implement a web-based Balanced Scorecard (BSC) system for the automated measurement of institutional quality indicators at a Peruvian public university. An agile Scrum methodology was adopted, executed across 5 sprints over 36 weeks, comprising 53 tasks in total, of which 75.5% (40 out of 53) were classified as high priority. The 31 indicators of SUNEDU's Institutional License Renewal Model were operationalised into four BSC perspectives: learning and growth (11 indicators, 35.5%), customers (10, 32.3%), internal processes (8, 25.8%), and financial (2, 6.4%). The resulting system comprises 13 functional requirements, 5 operational modules, 12 user interfaces differentiated across 5 institutional roles, and a NoSQL database with 9 collections built on Firebase Firestore. The platform features a real-time executive dashboard with a three-level performance traffic lights system and report generation exportable in PDF and Excel formats. The findings demonstrate that embedding SUNEDU's regulatory indicators within a BSC framework, supported by an agile and scalable web architecture, constitutes a functional and empirically tested technological artefact, developed and validated as a prerequisite for the future comparative and longitudinal evaluation of its effectiveness relative to the prior manual process.
