Worum geht es in dieser Arbeit?
The article examines the conceptual and applied elements of the digital transformation of the national economy and the realization of the potential of Ukraine’s information and communication technology (ICT) sector. It substantiates the need to develop an integrated state policy framework that combines institutional, organizational, economic, technological, and innovation instruments to support comprehensive digital modernization. The study identifies the key strategic priorities of digital transformation, including the development of resilient digital infrastructure, modernization of public administration and digital public services, digitalization of key economic sectors, strengthening cybersecurity and digital sovereignty, development of digital skills and human capital, and expansion of Ukraine’s integration into the European and global digital space. Particular attention is devoted to the ICT sector as the principal driver of technological modernization, digital innovation, and the formation of a competitive digital ecosystem. The paper argues that the effectiveness of digital transformation depends on strategic coordination between national digital development priorities and policies to strengthen the ICT sector. A system of conceptual provisions is proposed that integrates sectoral digitalization, technological modernization, digital governance, cybersecurity, human capital development, innovation support, and international technological cooperation into a unified framework for state regulation. It is demonstrated that implementing these interconnected strategic priorities will create favorable institutional and technological conditions for sustainable economic development, strengthen the resilience of critical infrastructure, reduce technological dependence on external markets, stimulate innovation, and enhance the international competitiveness of the Ukrainian economy. Under the conditions of full-scale war and post-war recovery, the proposed conceptual framework can serve as a methodological basis for shaping an effective state policy of digital transformation, ensuring technological sovereignty, accelerating economic modernization, and facilitating Ukraine’s integration into the European and global digital and innovation ecosystem.
