Statistical analysis of digital transformations and the economic security provision model at various levels of management

The article presents a statistical analysis of digital transformation processes in Ukraine for the period 2019–2024 and substantiates a conceptual model for ensuring economic security at various levels of economic management. The macroeconomic and anti-corruption impacts of implementing GovTech solutions (the Diia ecosystem, the Diia. Engine platform, and the Trembita environment) are evaluated. Based on statistical data from the 2024 Regional Digital Transformation Index (DTI) assessment, a profound spatial asymmetry in the digital development of mesoeconomic systems was revealed: with a national average of 0.497, a significant gap was identified between leading regions (Lviv region – 0,850) and regions with complex security conditions (Donetsk region – 0,129). It is proven that the rising cyber threats necessitate a systemic approach to critical infrastructure protection. A three-tier conceptual model for ensuring economic security has been substantiated, integrating an institutional and regulatory cyber-resilience mechanism at the macro level, a spatially distributed mechanism of regional adaptability and CDTO (Chief Digital Transformation Officer) project management at the meso level, and an adaptive mechanism for business operational resilience at the micro The increase in the intensity and frequency of cyber incidents in 2024 compared to 2022 necessitated the formalization of a comprehensive model for ensuring economic security. The proposed conceptual model integrates a three-tier system: the macroeconomic level provides regulatory and legal frameworks, cybersecurity audits, and the operation of the Registry of Critical Infrastructure Objects alongside situational centers. At the mesoeconomic level, the model aims to bridge the regional digital divide through the implementation of targeted CDTO projects-such as the 125 initiatives in 2024 and the deployment of cloud security solutions like Cisco Umbrella DNS. In turn, at the microeconomic level, the model ensures the operational resilience of economic entities through corporate cyber hygiene, the transition to paperless technologies, and the use of secure electronic document management. The synergistic effect of the developed model lies in the end-to-end interconnection of its components, in which macroeconomic cyber-resilience standards establish a secure meso-level environment, enabling regions to implement adaptive digital development projects and ensure the stable operation of enterprises, ultimately strengthening the state’s overall macroeconomic stability through feedback loops.
