Economic and managerial diagnostics of operational performance of construction stakeholder enterprises in the context of sustainable development goals and digital transformation

The purpose of the study is to substantiate an economic and managerial approach to diagnosing the operational performance of construction stakeholder enterprises in the context of sustainability and digital transformation. The methodology combines systems, process, value-based and stakeholder approaches, threshold normalization, multiplicative non-compensatory aggregation and network analysis. Operational performance is interpreted as the reproducible ability to transform financial, material, labor, and information resources into economic value while keeping time, resource-environmental, and inter-organizational losses within acceptable limits. A five-component diagnostic profile covers economic value creation, operational flow reliability, resource and environmental performance, digital evidence quality, and stakeholder coordination. A multiplicative index with a threshold penalty prevents strong values in some dimensions from compensating for a critical deficit in another. The local assessment is adjusted for operational dependence on connected enterprises, allowing performance deficits to be transmitted through the stakeholder network. The study formalizes a transformation gap and an intervention-priority criterion that compare the expected increase in network-adjusted performance with the budget, time, and downside risk of a managerial action. An illustrative calculation shows that an enterprise with an acceptable local profile may become vulnerable after stakeholder dependencies are incorporated. Scientific novelty lies in replacing autonomous KPI assessment with configurational diagnostics that integrate economic, operational, sustainability, digital, and network parameters. Practical significance lies in identifying the dominant constraint, selecting targeted interventions, and sequencing digital, resource, and organizational investments. Further research should focus on the empirical calibration of thresholds, the estimation of dependency coefficients, and the validation of the proposed indicators using construction-enterprise data.
