This research was motivated by the phenomenon of low public enthusiasm and limited staff, which hamper the optimization of outreach services in the population administration system. Adopting a descriptive qualitative approach, this study aims to evaluate the effectiveness and determinants of the JELITA PARASMU Program in Paliat Village through data collection techniques of observation, documentation, and in-depth interviews with eleven purposively selected informants. Data analysis was conducted using the Miles and Huberman interactive model to examine the dynamics in the field. The research findings indicate that while the program has successfully reached remote communities and streamlined document processing, aspects of socialization and ongoing monitoring still require significant improvement because many residents have not been exposed to accurate service schedule information. The program's success is driven by strong synergy between the Population and Civil Registration Office and the village government and the dedication of its officers. However, its effectiveness remains hampered by the limited service duration and a lack of technical personnel. Therefore, it is recommended to strengthen public communication strategies more extensively, increase the number of field staff, and synchronize cross-sector coordination to ensure the sustainability of more inclusive services for all levels of society in Tabalong Regency.
