Worum geht es in dieser Arbeit?
The article substantiates financial inclusion as an integral component of the social protection system for vulnerable population groups rather than a separate financial-market agenda. It is argued that the effectiveness of social transfers and social services depends not only on the amount of public support, but also on the ability of recipients to receive, use, protect and transform financial resources into everyday resilience. The study clarifies the content of social-protective financial inclusion as a coordinated set of institutional, infrastructural, digital, educational and consumer-protection measures that ensure equal, safe and affordable access to payment accounts, cash and non-cash transactions, savings instruments, responsible microcredit, insurance, financial counselling and complaint mechanisms. Particular attention is paid to internally displaced persons, low-income households, people with disabilities, older persons, veterans, families with children, rural residents and residents of frontline, de-occupied and remote territories. The paper identifies the main barriers to financial inclusion: territorial loss of banking infrastructure, unstable digital connectivity, low and uneven financial literacy, distrust of financial institutions, risk of over-indebtedness, weak integration between social services and financial service providers, and insufficient monitoring of the actual use of services after benefits are paid. The author's model of integrating financial inclusion into social protection is proposed. It combines five interrelated blocks: needs assessment and segmentation of vulnerable groups; accessible payment and service infrastructure; financial education and advisory support; consumer protection and prevention of discriminatory practices; monitoring of access, use, quality and resilience outcomes. The practical value of the proposed approach lies in shifting social policy from a narrow transfer logic to an enabling model in which public support is connected with financial capability, digital accessibility and local economic participation. The conclusion emphasizes that the next stage of social protection modernization in Ukraine should include measurable financial inclusion indicators, risk-sensitive design of digital payments, expansion of inclusive financial service points in territories with special conditions, and targeted financial education for groups whose vulnerability is deepened by war, displacement, disability, poverty or age.
