Worum geht es in dieser Arbeit?
This article provides a comprehensive analysis of the evolution of state migration policy in the Russian Federation during a period of heightened geopolitical instability. It investigates the fundamental paradigm shift from a liberal-economic model, primarily focused on quantitatively replenishing the workforce, to a securitized model of “controlled stay.” The study addresses the friction between the national economy’s objective demographic demand for foreign labor and the imperatives of national security. Particular emphasis is placed on regulatory reforms, the digitalization of migration control, and the implementation of organized recruitment mechanisms. The author identifies a misalignment between outdated institutional approaches and emerging hybrid challenges, proposing a resolution to the “development–security” dichotomy through the introduction of differentiated legal regimes for various categories of migrants.
