ABSTRACT This paper examines the relationship between impact investing, inclusive business models, and government policy in Nigeria through the lenses of ecosystem theory and the theory of change. Adopting an ICT4D 2.0 perspective, it explores how fintech and digital ecosystems promote inclusive growth by enabling base‐of‐the‐pyramid populations to become active value creators. Using an exploratory mixed‐methods approach, the study analyzes data from 63 ecosystem experts through qualitative thematic analysis. The findings reveal a key paradox: while stakeholders attribute development barriers to weak governance, the evidence identifies limited awareness and knowledge as the primary constraint. The paper concludes by proposing an adapted digital ecosystem framework and practical recommendations to strengthen collaboration and digital payment ecosystems across sub‐Saharan Africa.
